Panna derives it's name from Goddess Padmavati whose temple the place is famous for. Originally a Gond settlement, Panna was annexed by Rewa in the 14th Century and Chatrasal Bundela conquered it from Rewa. The place eventually became his capital city.

Hirde Shah who received Panna from his father soon after accession invaded Rewa forcing the minor ruler Avadhut Singh flee the kingdom along with his mother. Rewa city was under Panna's control at least till 1739 while the Birsingpur tract was permanently annexed to Panna. In 1747, the estate was split with Sohowal emerging as the new entity. Lugasi was founded by Salim Singh, an illegitimate son of Hirde Shah. The death of Sabha Singh led to a civil war between his sons - in the war at Durga Talao six years into his reign, Aman Singh was killed by his brother Hindupat. Aman Singh is known for his lavish donations to the temples of Chitrakoot. Soon after coming to throne, he first arrested and then assassinated his only surviving brother Khet Singh. In 1763, Shuja-ud-daulah overran Bundelkhand and subjugated every chief - Hindupat wasn't able to provide the full tribute and a surety was provided by Kasim Ali Khan who was anxious of the delay which this campaign was causing to the Buxar campaign which in reality ended the sovereignty of Awadh.
